Section 1: Mission Statement
Public Services is a government-operated organization dedicated to providing the citizens of San Andreas with essential services necessary for daily life and infrastructure operations.
Through the efforts of Public Works, the Department of Transportation, and the San Andreas Bay Transportation Authority, employees work diligently to ensure the Commonwealth remains safe, functional, and prosperous.

Section 2: Expectations
2.1 Employee Expectations
Employees are expected to maintain a high degree of professionalism both on-duty and off-duty.
Government personnel are held to a higher standard than ordinary civilians and may be disciplined for violations of:

Public Services Regulations
Civilian Operations Policies
Employees shall always conduct themselves in a manner that reflects positively upon Public Services and Praxis Roleplay.
Section 3: Chain of Command
3.1 General Notice
Safety and willingness to follow established regulations are the foundation of Public Services operations.
When uncertainty exists regarding an action or decision:
The safest course of action shall always be taken.
3.2 Chairman
The Chairman oversees all major organizational decisions and approves significant policy, documentation, and operational changes.

3.3 Executive Director
The Executive Director manages all personnel and operational matters.

3.4 Deputy Director
The Deputy Director assists the Executive Director and assumes command during their absence.

Department Coordinators supervise and coordinate departmental operations.

Section 5: General Rules
Rule A
Every employee shall:
- Remain familiar with all applicable SOPs and regulations.
- Maintain access to required documentation.
- Report hazards and violations promptly.
- Conduct themselves professionally and courteously.
Rule B
Employees must:
- Remain vigilant regarding workplace hazards.
- Anticipate movement of dangerous equipment.
- Never board or dismount moving equipment except during emergencies.
Rule C
Prohibited Substances
Employees may not:
Use intoxicants while on duty.
Possess narcotics while on duty.
Use medications that impair safe job performance.
Violations may result in immediate disciplinary action.
Section 6: Recruitment & Training
6.1 Application Process
Applicants must:
- Be an approved Civilian or Civilian Reserve.
- Submit a Public Services Application.
- Complete the Public Services Examination.

6.2 Certifications
Department of Public Services Certification
Required for all Public Services employees.
Prerequisite:
Submitted application
Railway Operating Rules (ROR)
Allows operation and repair of railway infrastructure.
Requirements:
- Public Services Certification
- Successful completion of ROR Examination
San AndreasTransit Police (TP)
Allows operation as Transit Police.
Requirements:
Full-Time or Reserve Police Officer
SBTA Membership
SBTA Training Completion
Section 7: Administrative Action, Promotions & Forms
Regulation 4.1 — Shift Logs
Employees may log Public Services activity through the Civilian Operations Patrol Log.
Logging hours is optional but strongly encouraged for promotion consideration.
Regulation 4.2 — Disciplinary Policy
Public Services utilizes a Three-Strike System.

Appeals may be submitted through the Civilian Complaint Process.
