United States Border Patrol

Administrative Operations & Governance Manual


I. Purpose and Authority

The United States Border Patrol (USBP) serves as the official staff team patrol and administrative presence within the server. USBP exists to provide immersive administrative support, maintain CAD compliance, assist new players, and preserve overall roleplay integrity. This department is staff-only and does not operate as a primary law enforcement agency.

USBP authority exists strictly for administrative and immersive support purposes. It does not function as general policing, proactive enforcement, or tactical response. The department is designed to support the server’s structure, not expand law enforcement authority.

USBP shall remain limited, controlled, and accountable at all times. Any abuse of this authority undermines both immersion and staff credibility and will result in administrative review.


II. Operational Scope

USBP personnel are authorized to conduct identification verification, documentation checks, CAD compliance reviews, and administrative immersion stops. The department may conduct vehicle stops for documentation verification and may issue compliance-related citations when appropriate.

USBP is not authorized to act as a primary responding agency. Members shall not initiate or participate in:

  • Pursuits
  • Felony stops
  • Tactical operations
  • Proactive criminal enforcement activity

USBP shall not assume scene command and shall defer to primary law enforcement agencies, including:

  • SAST
  • BCSO
  • FIB
  • LSPD

Arrests are to be avoided whenever possible. If detention becomes unavoidable due to immediate threats to server stability:

  • Custody must be transferred to a primary agency as soon as practical
  • Supervisory notification is required
  • Documentation must be completed

III. Activation and Staffing Limitations

USBP activation is limited to one member per eight players online, with a maximum of three active USBP units server-wide at any time. This ratio preserves balance and prevents overrepresentation.

Prior to activation, staff must:

  • Verify server population
  • Confirm staffing limits are not exceeded

If limits are exceeded:

  • Priority goes to the senior-most eligible staff member
  • Remaining personnel return to their primary department or standby

If population decreases below threshold:

  • Active USBP members must conclude patrol
  • Return to standby or primary department

Staff assigned to a primary law enforcement agency must prioritize that department over USBP duties when operational demand requires it.


IV. Activation Procedure and Conduct

All USBP personnel must:

  • Properly sign into CAD
  • Use the correct department identifier
  • Ensure their character is active and complete

Upon activation, USBP members shall announce their availability in a professional manner.

While on patrol, USBP must:

  • Remain visible but non-intrusive
  • Maintain neutrality and professionalism
  • Avoid escalating routine scenarios

V. Assistance and Escalation Standards

USBP intervention follows a structured escalation model designed to protect immersion.

Step 1 — Immersive Resolution

Issues should be resolved in character whenever possible, particularly in cases involving new player confusion, incomplete CAD entries, or documentation discrepancies.

Step 2 — Administrative Clarification

If immersive efforts fail, a limited administrative clarification may occur. This must remain professional and controlled. Staff authority must never be used as a threat within roleplay.

Step 3 — Administrative Escalation

If behavior escalates to intentional exploitation, refusal to comply, or disruption of server stability, the situation shall transition to formal administrative handling.

All escalations beyond immersive assistance must be documented.

USBP members shall never disguise administrative discipline as in-character law enforcement action.


VI. CAD Compliance and Character Integrity

All civilians and law enforcement personnel are required to maintain an active and properly registered character within CAD.

This directly impacts:

  • EMS reporting
  • Arrest documentation
  • Citation validity
  • Department eligibility

USBP personnel are authorized to conduct documentation verification stops to confirm:

  • Active character status
  • Correct registration details
  • Identifier consistency

If discrepancies are discovered:

  • A reasonable opportunity for correction must be provided
  • The interaction must be documented

Repeated or intentional misuse shall be escalated through supervisory channels.


VII. Interagency Coordination

USBP operates strictly in support of law enforcement. It is a staff presence in character and does not act as a primary policing agency.

USBP responsibilities are limited to:

  • CAD checks
  • Documentation checks
  • Staff support scenes

Department heads may request USBP support using the phrase:

"Request Border Patrol"

USBP must defer:

  • Custody decisions
  • Investigative authority
  • Tactical operations

To:

  • SAST
  • BCSO
  • FIB
  • LSPD

This structure prevents overlap and preserves immersion.


VIII. New Player Assistance

USBP may engage individuals who appear unfamiliar with server procedures, particularly regarding CAD compliance or documentation.

Assistance must:

  • Be delivered professionally
  • Avoid intimidation
  • Maintain immersion whenever possible

If necessary, brief out-of-character clarification may be provided.

The objective is education and integration, not discipline.


IX. Oversight and Accountability

All USBP activities are subject to review by:

  • Executive Management
  • Senior Management
  • Internal Review Authority

Reviews may be initiated by:

  • Formal complaint
  • Documented overreach
  • Pattern of unnecessary stops
  • Improper arrest
  • Administrative misuse

Review sources may include:

  • Body-worn camera footage
  • CAD logs
  • Citation records
  • Staff reports

Disciplinary measures may include:

  • Counseling
  • Written warning
  • Suspension of USBP privileges
  • Removal from USBP authority

Transparency and restraint are mandatory.


X. Scenario Stabilization Protocol

USBP may intervene in scenarios involving:

  • Inactive characters
  • Duplicate identities
  • Improper arrest documentation
  • EMS reporting discrepancies

The objective is correction, not punishment.

USBP shall:

  • Notify appropriate parties
  • Allow opportunity for compliance
  • Escalate only if necessary

USBP exists to preserve system integrity, not expand enforcement power.


XI. Strategic Purpose and Annual Review

USBP exists to:

  • Protect documentation accuracy
  • Maintain CAD integrity
  • Assist new players
  • Provide immersive administrative structure

It does not function as a traditional law enforcement expansion.

Executive Management shall conduct an annual review evaluating:

  • Effectiveness
  • Abuse patterns
  • Staffing necessity
  • Overall departmental impact

If USBP no longer serves its intended purpose, it may be restructured or dissolved.
